if you don't want to spend a lot of money, I would check Once Upon a Child. They often carry a variety of strollers and definitely cheap.
I do have a double jogging stroller i am trying to sell, but it is side by side. However, the seats recline independently and there is a 5-point harness, so your baby would be able to sit in it safely. Let me know if you are interested and I will send you a picture.
