I found the easiest way to do it is with the clippers, to give a buzz cut all over (and tapered at top), as they won't sit still long enough for a cut with scissors, as you know. It's the fastest way, and gives a pretty uniform cut. Any hair cut place can do it decently, really, as it's not that hard (and shouldn't cost that much, for a little toddler's haircut... I used to take my son to a salon at Zeller's, and then to a private hair dresser in her home salon in Richmond Hill, near Yonge and Elgin Mills, she was very good). You could even try it yourself, if you have access to clippers.
